Jeff began his career as a Navy Reactor Operator and later worked as a real-time UNIX programmer on Navy sonar systems at IBM Federal Systems. He went on to manage cyber-physical security for SWIFT, where he led the development of data centers, managed armed guard operations, directed a cyber forensics team, and helped design defensive architectures for financial systems.

At the NRC, Jeff served as a cybersecurity SME, providing training and support to licensees and participating in cyber inspections across Milestones 1–7. Most recently, he spent eight years at the Idaho National Laboratory (INL), deepening his expertise in industrial control systems (ICS) cybersecurity. There, he supported U.S. and international nuclear cybersecurity initiatives through the DOE, National Nuclear Security Administration (NNSA), and IAEA. He also collaborated with emerging small modular reactor (SMR) developers on the design of resilient instrumentation and control (I&C) cybersecurity architectures.

Jeff holds a Bachelor of Science in Computer Science from George Mason University and a Master of Science in Computer Science from James Madison University. He also maintains numerous professional cybersecurity certifications, including multiple SANS credentials and the CISSP.

Jeff looks forward to continuing his collaboration with the InfraShield team and supporting both domestic and international nuclear power initiatives—including SMRs—as the United States works to expand its grid capacity over the next five years. Furthermore, Jeff joins other InfraShield former NRC personnel such as Mario Fernandez and Mark Rorabaugh.
