“Elizabeth’s addition further strengthens our ability to help nuclear and critical infrastructure organizations navigate evolving cyber risk, cloud adoption, AI transformation, and regulatory challenges,” said InfraShield President and CEO Mark Rorabaugh.
A former Nuclear Regulatory Commission-qualified cybersecurity inspector, senior reactor operator (SRO) candidate, and new nuclear licensing engineer, Elizabeth brings a rare blend of regulatory insight, operational nuclear experience, and modern cybersecurity leadership. Her background positions her to advise clients at the intersection of compliance, secure digital transformation, and mission execution, ensuring cybersecurity programs are both defensible and practical.
Elizabeth has built a distinguished career leading cybersecurity and cloud transformation initiatives across the energy, defense, and intelligence sectors. She has led cloud, SaaS, and multi-cloud programs supporting critical Department of Defense and intelligence community (IC) missions, including the development of cloud transformation training initiatives and the delivery of IaaS, PaaS, and cloud-native solutions.
In addition to her technical leadership, Elizabeth has driven large-scale workforce enablement efforts. She previously founded and scaled a global training-as-a-service business for the utility sector, developing more than 600 technical courses delivered through a public learning management platform. This achievement reflects her commitment to translating complex cybersecurity and engineering concepts into actionable learning and capability.
Elizabeth has also held senior roles across the nuclear energy industry spanning engineering, policy, workforce development, and licensing, with particular experience supporting new generation nuclear facilities. She is a recognized industry leader having served as Vice President of the Center for Energy Workforce Development and President of North American Young Generation in Nuclear.
This full-spectrum perspective—from operations to oversight to strategic enablement—aligns directly with InfraShield’s mission to support nuclear organizations facing rapid technological transformation. Elizabeth’s addition to the team underscores InfraShield’s continued commitment to delivering trusted expertise and forward-leaning solutions for clients advancing secure modernization in the most highly regulated and mission-critical environments.
Elizabeth holds a Master of Arts in Educational Leadership from Notre Dame of Maryland University and a Bachelor of Science in Nuclear Engineering from Purdue University. Additionally, Elizabeth joins other InfraShield former NRC personnel such as Mario Fernandez, Jeff Knight, and Mark Rorabaugh.
